This bill generally prohibits the manufacture, process, use, and distribution in commerce of commercial asbestos or any mixture or article containing commercial asbestos. The President may, on application, grant exemptions from the prohibition in situations where it is necessary to protect national security interests. The Environmental Protection Agency must develop and make publicly available resources that may be used to educate the public and health professionals about (1) the adverse health effects of asbestos exposure, (2) any federal resources available to address the prevention and mitigation of asbestos exposure, and (3) the availability of licensed commercial asbestos mitigation.
