This bill requires the President to establish an Office of Global Competition Analysis. The office must evaluate the leadership of the United States in science, technology, and innovation sectors that are critical to national security and the economy, particularly with respect to other countries that are its chief competitors.  The office must analyze U.S. policies, research and development capabilities, and trends and trajectories related to technology and innovation.
