H.Con.Res. 10 — Emergency Border Control Resolution

This section establishes recommended budgetary levels for fiscal years 2025 through 2034 for purposes of enforcing the concurrent resolution, including: (1) Federal revenues of $3.859 trillion in FY2025, rising to $5.860 trillion in FY2034; (2) total new budget authority of $5.524 trillion in FY2025, rising to $8.043 trillion in FY2034; (3) total budget outlays of $5.499 trillion in FY2025, rising to $7.923 trillion in FY2034; (4) on-budget deficits of $1.640 trillion in FY2025, rising to $2.063 trillion in FY2034; (5) debt subject to limit of $37.105 trillion in FY2025, rising to $56.057 trillion in FY2034; and (6) debt held by the public of $29.999 trillion in FY2025, rising to $49.217 trillion in FY2034.

This section establishes the appropriate levels of new budget authority and outlays for major functional categories for fiscal years 2025 through 2034, including National Defense (050), International Affairs (150), General Science, Space, and Technology (250), Energy (270), Natural Resources and Environment (300), Agriculture (350), and Commerce and Housing Credit (370). It sets National Defense at $888.0 billion in new budget authority and $883.8 billion in outlays for FY2025, rising to $1.102 trillion in new budget authority and $1.068 trillion in outlays for FY2034; International Affairs at $66.0 billion in new budget authority and $69.2 billion in outlays for FY2025, rising to $75.4 billion and $70.8 billion, respectively, for FY2034; General Science, Space, and Technology at $42.1 billion in new budget authority and $41.7 billion in outlays for FY2025, rising to $51.0 billion and $49.4 billion, respectively, for FY2034; Energy at $39.8 billion in new budget authority and $37.6 billion in outlays for FY2025, declining to $27.1 billion and $26.0 billion, respectively, for FY2034; Natural Resources and Environment at $88.2 billion in new budget authority and $90.1 billion in outlays for FY2025, rising to $97.2 billion and $94.8 billion, respectively, for FY2034; Agriculture at $58.5 billion in new budget authority and $41.8 billion in outlays for FY2025, rising to $70.1 billion and $66.3 billion, respectively, for FY2034; and Commerce and Housing Credit at $12.5 billion in new budget authority and negative $18.2 billion in outlays for FY2025.

This section directs the House Committees on Armed Services, Homeland Security, and the Judiciary to submit legislation that would increase the deficit by no more than $100 billion, $50 billion, and $50 billion, respectively, for FY2025-FY2028, and by $0 for FY2029-FY2034. It also directs the House Committees on Agriculture, Education and Workforce, Energy and Commerce, the Judiciary, and Ways and Means to submit legislation that would reduce the deficit by not less than $5 billion, $246.8 billion, $200 billion, $10 billion, and $24.5 billion, respectively, for FY2025-FY2034. In addition, it directs the House Committee on Ways and Means to submit legislation increasing the statutory debt limit by $4 trillion. The committees must submit their recommendations to the House Budget Committee by February 27, 2025.

This section states the House’s policy that Federal spending should be reduced to pre-COVID-19 levels, while preserving current Social Security and Medicare spending and existing debt service obligations, and sets an objective of total budget outlays of $6.057 trillion or less for the current fiscal year.
