H.Con.Res. 13 — Providing that George Washington's "Farewell Address" shall be read at the beginning of each Congress.

This section establishes a requirement that George Washington’s “Farewell Address” be read aloud on the first day of the first regular session of each Congress in the Senate by a Senator designated by the Senate majority leader and in the House of Representatives by a Representative designated by the Speaker of the House.

This section provides that the resolution is adopted as an exercise of the rulemaking power of the House of Representatives and the Senate and is treated as part of the rules of each chamber, superseding other rules only to the extent of any inconsistency. It also recognizes that either chamber may change its own rules at any time in the same manner and to the same extent as any other rule of that chamber.
