H.Con.Res. 26 — Calling for the end of impunity of unpunished Serbian sexual war crimes during the 1999 Kosovo war in the case of United States citizen and sexual war crime survivor Vasfije Krasniqi Goodman and other survivors of sexual and gender-based violence.

This section expresses the sense of Congress that rape and other forms of sexual and gender-based violence should be condemned as weapons of war and that transparent, accountable, and independent investigations into gender-based war crimes are necessary. It commends the Government of the Republic of Kosovo for its multisectoral response to wartime sexual violence and calls on Kosovo to uphold the “Protocol for the Treatment of Sexual Violence Cases in Kosovo” and to prioritize and expedite rape and sexual assault cases from the 1999 Kosovo War. This section also calls on the Government of the Republic of Serbia to bring to justice the individuals responsible for the April 14, 1999, sexual war crimes against United States citizen Vasfije Krasniqi Goodman in Kosovo, to cease protecting or glorifying persons involved in Kosovo war crimes, to enforce laws holding known perpetrators of sexual and gender-based violence accountable, and to create and sustain tracking and investigative mechanisms to extradite known perpetrators and convicted offenders of sexual and gender-based violence from the 1999 Kosovo War to Kosovo for prosecution. This section further calls on the United States Government to strengthen efforts to prevent gender-based violence, to raise the case of Vasfije Krasniqi Goodman in future bilateral engagements with Serbia, to identify factors that increase the risk of gender-based violence and limit access to services and safety, to monitor Serbian investigations and prosecutions of wartime sexual violence, and to devote sufficient funding for educational, research, and advocacy projects in Kosovo, including training for the judiciary and law enforcement, a rehabilitation center for physical and psychological recovery from war trauma and sexual and domestic violence, and vocational training and job integration opportunities.
