H.Con.Res. 32 — Congressional Evidence-Based Policymaking Resolution

This section establishes the short title as the “Congressional Evidence-Based Policymaking Resolution.”

This section establishes the Commission on Evidence-Based Policymaking in the legislative branch to review and make recommendations on the use of Federal data for evidence-building and evidence-based policymaking. It requires 12 members to be appointed not later than 45 days after adoption of the resolution, with 3 appointments each by the Speaker of the House, House minority leader, Senate majority leader, and Senate minority leader, and bars current Members of Congress from serving. It also requires the Speaker and Senate majority leader to each select one co-chair, authorizes a Director whose pay may not exceed the annual rate of basic pay for level V of the Executive Schedule under 5 U.S.C. § 5316, and permits up to 8 full-time equivalent employees and 4 part-time employees. As background, the Commission is directed to examine how Congress and Federal agencies can improve access to administrative and survey data, incorporate evidence into lawmaking, and strengthen congressional data expertise, including consideration of a congressional Chief Data Officer.
