This section expresses the sense of Congress that the individuals responsible for the July 1999 murders of United States citizens Ylli, Agron, and Mehmet Bytyqi in Serbia should be brought to justice, that the Government of Serbia should prioritize investigating and prosecuting current or former officials believed to be responsible for their deaths, and that the United States should devote sufficient resources to assist and monitor those efforts. It also states that progress, or the lack of progress, in resolving the case should remain a significant factor in the further development of United States relations with the Republic of Serbia.
