This section expresses the sense of Congress that Congress and the Trump administration should take further steps to ensure universal, expansive, high-quality access to free or affordable contraception, including by expanding comprehensive access to contraception, studying contraceptive deserts and new evidence-based methods, ensuring affordable insurance coverage for reproductive health care needs, expanding training for primary care physicians on highly effective reversible contraception, and expanding access to over-the-counter birth control without a prescription. It also states that Congress aligns with scientific and World Health Organization definitions of contraception, supports evidence-based contraception laws and medically accurate information, and should work to end reproductive health disparities and gender-based violence, expand comprehensive and gender-inclusive sex education, and support domestic and foreign assistance for contraception services, safe abortion services, and postabortion care through programs such as Title X, Medicaid, the Indian Health Service, 638 clinics, TRICARE, Federal health care providers, and the U.S. Agency for International Development’s Office of Population and Reproductive Health.
