H.Con.Res. 7 — Establishing the Task Force on the Legislative Process.

This section establishes a Task Force on the Legislative Process to analyze legislative procedures by which each House of Congress could provide expedited consideration of legislation passed by the other House with wide and bipartisan support, implementing the 131st recommendation of the Select Committee on the Modernization of Congress adopted during the 117th Congress.

This section establishes the Task Force on the Legislative Process to analyze options for bicameral legislation expedition, meaning a legislative process under which each House of Congress jointly provides for expedited consideration of legislation passed by the other House by unanimous consent, by voice vote, or by approval of not fewer than 2/3 of the Members voting.

This section establishes a 12-member Task Force composed of 3 House Members appointed by the Speaker, 3 House Members appointed by the House Minority Leader, 3 Senators appointed by the Senate Majority Leader, and 3 Senators appointed by the Senate Minority Leader, with at least 1 appointee from each chamber’s Rules committee majority or minority membership, as applicable. It also directs the four congressional leaders to jointly select 2 members to serve as co-chairs, requires vacancies to be filled in the same manner as the original appointment, and provides that a “Member” of the House includes a Delegate or Resident Commissioner.

This section directs the Task Force to establish a process to solicit information, input, and legislative proposals related to its purpose, and to submit a report to the Speaker and Minority Leader of the House, the Majority and Minority Leaders of the Senate, and the House and Senate rules committees. The report must include an analysis of options for bicameral legislation expedition and any recommendations approved by at least 9 of the Task Force’s members, and must be issued not later than 1 year after adoption of the concurrent resolution. It also authorizes the Task Force to use House and Senate staff to assist in carrying out its duties.

This section directs the Committee on Rules of the House of Representatives and the Committee on Rules and Administration of the Senate to publicly post, on a public page of each committee’s website, the report issued by the Task Force under section 4(b) upon receiving it.

This section terminates the Task Force upon issuance of the report required under section 4(b). It also requires the Task Force’s records to be transferred to, and become part of, the records of the Committee on Rules of the House of Representatives and the Committee on Rules and Administration of the Senate upon termination.
