H.Con.Res. 73 — Authorizing the use of the Capitol Grounds for the National Peace Officers' Memorial Service and the National Honor Guard and Pipe Band Exhibition.

This section permits the National Fraternal Order of Police and its auxiliary to sponsor the 45th Annual National Peace Officers’ Memorial Service on the Capitol Grounds to honor law enforcement officers who died in the line of duty during 2025. The Memorial Service is scheduled for May 15, 2026 (or an alternative date jointly designated by the Speaker of the House and the Senate Committee on Rules and Administration), with preparation beginning May 7, 2026, and takedown completed by May 17, 2026.

This section authorizes the National Fraternal Order of Police and its auxiliary to sponsor the National Honor Guard and Pipe Band Exhibition on the Capitol Grounds on May 14, 2026, or on an alternative date jointly designated by the Speaker of the House of Representatives and the Senate Committee on Rules and Administration. The event allows law enforcement representatives to demonstrate Honor Guard programs and conduct a bagpipe exhibition.

This section requires the Memorial Service and Exhibition to be free of admission charge and open to the public, under conditions prescribed by the Architect of the Capitol and the Capitol Police Board, and arranged not to interfere with the needs of Congress. The section further provides that the sponsors assume full responsibility for all expenses and liabilities associated with the events.

This section authorizes the sponsors of the Memorial Service and Exhibition to erect a stage, sound amplification devices, and other related structures and equipment on the Capitol Grounds, subject to the approval of the Architect of the Capitol.

This section directs the Capitol Police Board to enforce restrictions on sales, advertisements, displays, and solicitations on the Capitol Grounds under section 5104(c) of title 40, United States Code, as well as other applicable restrictions, in connection with the events.
