H.Con.Res. 89 — Directing the President, pursuant to section 5(c) of the War Powers Resolution, to remove United States Armed Forces from hostilities with Iran.

This section directs the President, pursuant to section 5(c) of the War Powers Resolution (50 U.S.C. 1544(c)), to remove the use of U.S. Armed Forces from hostilities against the Islamic Republic of Iran or any part of its government or military—including potential ground forces in a combat role or used for occupation—unless explicitly authorized by a declaration of war or specific authorization for use of military force against Iran. This section includes a rule of construction specifying that it does not (1) prevent the United States from defending itself, its Armed Forces, its diplomatic facilities, or allied states from imminent attack; (2) prevent U.S. Armed Forces from maintaining a troop presence in the region for defensive purposes; or (3) require the removal of U.S. Armed Forces in the region not engaged in such hostilities.

This section provides a rule of construction stating that nothing in the resolution may be construed to influence or disrupt U.S. intelligence, counterintelligence, or investigative activities relating to threats in or emanating from Iran or surrounding countries. Such activities include (1) intelligence collection, (2) intelligence analysis, and (3) intelligence sharing with coalition partners if the President determines it is appropriate and in the national security interests of the United States.
