H.Con.Res. 9 — Authorizing the use of the Capitol Grounds for the National Peace Officers Memorial Service and the National Honor Guard and Pipe Band Exhibition.

This section permits the National Fraternal Order of Police and its auxiliary to sponsor the 44th Annual National Peace Officers Memorial Service on the Capitol Grounds to honor law enforcement officers who died in the line of duty during 2024. It sets the Memorial Service for May 15, 2025, or another date jointly designated by the Speaker of the House of Representatives and the Senate Committee on Rules and Administration, with event preparation beginning on May 9, 2025, and takedown completed on May 16, 2025.

This section authorizes the National Fraternal Order of Police and its auxiliary to sponsor the National Honor Guard and Pipe Band Exhibition on the Capitol Grounds on May 14, 2025, or on another date jointly designated by the Speaker of the House of Representatives and the Senate Committee on Rules and Administration. (Thus, law enforcement representatives may demonstrate honor guard programs and provide a bagpipe exhibition at the Capitol.)

This section establishes terms and conditions for the Memorial Service and Exhibition by requiring that the event be free of admission charge and open to the public, be arranged so as not to interfere with the needs of Congress, and be conducted under conditions prescribed by the Architect of the Capitol and the Capitol Police Board. It also requires the sponsors of the Memorial Service and Exhibition to assume full responsibility for all expenses and liabilities associated with the events.

This section authorizes the sponsors identified in section 3(b), subject to the approval of the Architect of the Capitol, to erect on the Capitol Grounds the stage, sound amplification devices, and other related structures and equipment needed for the Memorial Service and Exhibition.

This section directs the Capitol Police Board to enforce the restrictions in 40 U.S.C. § 5104(c) on sales, advertisements, displays, and solicitations on the Capitol Grounds, as well as other applicable Capitol Grounds restrictions, during the events.
