H.Con.Res. 94 — Directing the President, pursuant to section 5(c) of the War Powers Resolution, to remove United States Armed Forces from hostilities with Iran.

This section directs the President, pursuant to section 5(c) of the War Powers Resolution, to remove U.S. Armed Forces from hostilities against Iran or any part of its government or military—including potential ground forces in a combat or occupation role—unless explicitly authorized by a declaration of war or specific authorization for use of military force against Iran. It specifies that this direction does not (1) prevent U.S. defense of itself, its Armed Forces, diplomatic facilities, or allied states from imminent attack; (2) prevent U.S. Armed Forces from maintaining a troop presence in the region for defensive purposes; or (3) require removal of U.S. Armed Forces in the region not engaged in hostilities against Iran.

This section provides a rule of construction clarifying that nothing in the resolution affects U.S. intelligence, counterintelligence, or investigative activities related to threats in or emanating from Iran or surrounding countries, including (1) intelligence collection, (2) intelligence analysis, or (3) intelligence sharing with coalition partners if the President determines such sharing is appropriate and in the national security interests of the United States.
