H.J.Res. 120 — Proposing an amendment to the Constitution of the United States to limit the number of consecutive terms that a Member of Congress may serve.

This section proposes a constitutional amendment that would bar a person from being elected or appointed to the Senate for 1 year after serving 2 consecutive Senate terms and bar a person from being elected to the House of Representatives for 1 year after serving 5 consecutive House terms. It excludes from the consecutive-term count any term served to fill a vacancy unless the vacancy service exceeds 3 years for a Senator or 1 year for a Representative, and it excludes any term that began before ratification from the consecutive-term calculation. The amendment would take effect only if ratified by the legislatures of three-fourths of the States within 7 years after submission.
