H.J.Res. 127 — Proposing an amendment to the Constitution of the United States relating to parental rights.

This section establishes a constitutional right for parents to direct the upbringing, education, and care of their children, including the right to choose private, religious, or home schooling instead of public education and to make reasonable choices within public schools for their child. It bars the United States and the states from infringing these rights unless the government demonstrates a compelling interest, as applied to the person, that is not otherwise served. It also prohibits denying or abridging these parental rights on account of disability.
