H.J.Res. 13 — Proposing an amendment to the Constitution of the United States limiting the pardon power of the President.

This section limits the President’s constitutional power to grant pardons and reprieves by prohibiting pardons for: (1) the President’s own offenses; (2) any person within the third degree of relation to the President, or that person’s spouse; (3) any current or former member of the President’s administration; (4) any person who worked on the President’s presidential campaign as a paid employee; (5) any person or entity for an offense motivated by a direct and significant personal or pecuniary interest of any of those persons; and (6) any person or entity for an offense committed at the direction of, or in coordination with, the President. It also provides that any pardon issued for a corrupt purpose is invalid and authorizes Congress to enforce the article through appropriate legislation.
