H.J.Res. 141 — Proposing an amendment to the Constitution of the United States to require the concurrence of two-thirds of both Houses of Congress for the admission of new States into the Union.

This section proposes a constitutional amendment that would allow Congress, by a two-thirds vote of both Houses, to admit new States into the Union, while continuing to prohibit the creation of a new State within the jurisdiction of an existing State or the merger of two or more States, or parts of States, without the consent of the affected State legislatures and Congress. This section also provides that the amendment would become inoperative unless ratified by the legislatures of three-fourths of the States within 7 years of its submission by Congress.
