H.J.Res. 146 — Proposing an amendment to the Constitution of the United States requiring Members of Congress to demonstrate competence in American civics.

This section proposes a constitutional amendment that would require Congress to establish, once every 10 years for each census cycle used to apportion Representatives, a free examination on the U.S. constitutional system of government and to issue certificates to persons who demonstrate competence on that examination. It also bars a person from serving as a Representative or Senator unless the person has demonstrated competence under the examination in effect at the time of election or appointment, while requiring each House of Congress to give any newly elected or appointed Member an opportunity to satisfy the requirement after election or appointment, including through an alternative method approved by law. Finally, it grants Congress enforcement authority through legislation that would take effect without presidential approval.
