H.J.Res. 156 — Directing the President, pursuant to the War Powers Resolution, to comply with the 60-day use of force and 30-day phased withdrawal requirements regarding the use of the United States Armed Forces in Operation Epic Fury in Iran.

This section states congressional findings that (1) the Islamic Republic of Iran is the world's largest state sponsor of terrorism, supporting groups including Hamas, Hezbollah, and the Houthis; (2) Iran poses a direct threat to the United States and is responsible for hundreds of American deaths; (3) Iran has suppressed its people through internet blackouts, extrajudicial killings, forced disappearances, torture, sexual and gender-based violence, detention, libel criminalization, and religious freedom restrictions; (4) Iran has amassed enriched uranium and blocked access to nuclear sites, per IAEA Director General Rafael Grossi; (5) on February 28, 2026, U.S. Central Command and Israel commenced Operation Epic Fury, including airstrikes on Iranian military and government sites and the assassination of Supreme Leader Ali Khamenei and other officials; (6) the operation prompted Iranian and proxy retaliatory attacks on Israel and closure of the Strait of Hormuz; (7) 13 U.S. service members have been killed and 381 wounded since the operation began, per U.S. Central Command; and (8) under Article I, Section 8 of the Constitution and the 1973 War Powers Resolution, Congress holds sole power to declare war, limiting presidential military action without authorization and requiring troop withdrawal within 60 days absent such authorization.

This section requires the President, consistent with the War Powers Resolution, to terminate the use of U.S. military forces for Operation Epic Fury in Iran not later than 60 days after the operation's commencement and to withdraw all Armed Forces from Iran not later than 30 days thereafter. The 60-day period is tolled for any days on or after commencement during which the United States engages in cease-fire negotiations with Iran or has entered into a negotiated cease-fire.

This section directs the President, pursuant to section 5(b) of the War Powers Resolution, to begin the phased removal of U.S. Armed Forces from Iran unless explicitly authorized by a declaration of war or specific congressional authorization for use of military force against Iran. The directive excludes Armed Forces necessary to defend the United States or an ally or partner from imminent attack or to prevent Iran's procurement of a nuclear weapon, provided the President fully complies with section 5(b) reporting requirements.

This section provides a rule of construction clarifying that nothing in this joint resolution may be construed to influence or disrupt U.S. intelligence, counterintelligence, or investigative activities relating to threats in or emanating from Iran, including (1) intelligence collection, (2) intelligence analysis, or (3) intelligence sharing with coalition partners if the President determines such sharing is appropriate and in the national security interests of the United States.
