H.J.Res. 159 — Proposing an amendment to the Constitution of the United States relating to the duration of authorizations of the use of force.

This section proposes a constitutional amendment providing that any Act of Congress—enacted after the amendment's ratification—that authorizes U.S. military force abroad without a declaration of war terminates after five years or an earlier date specified in the Act, whichever occurs first. The amendment takes effect upon ratification by legislatures of three-fourths of the states within seven years of submission.
