This section authorizes the President to use the Armed Forces of the United States to demolish, degrade, or defeat the nuclear weapons program and associated delivery systems of the Government of Iran; address imminent threats to United States forces or facilities posed by Iran or Iranian-backed forces; enforce a blockade of Iranian ports; and ensure safe passage for United States, allied, and other vessels through the Strait of Hormuz. It prohibits deployment of forces for sustained ground combat operations, occupying or holding territory, or nation-building, stabilization, or long-term security governance in Iran, while permitting limited exceptions for rescue of United States citizens or Armed Forces members and for intelligence collection or sharing. The section declares that the authorization constitutes specific statutory authorization under section 5(b) of the War Powers Resolution and does not supersede any other requirements of that resolution.
This section requires the President to submit a report to Congress at least once every 30 days on matters relevant to the joint resolution. The report must include actions taken under the authority granted in section 2; a description of any military operations conducted under other authorities; an explanation of the legal authority and policy justifications for each such action or operation; the expected scope and duration of associated hostilities; and an assessment of civilian and military casualties. The report must be submitted in unclassified form and may include a classified annex.
This section terminates the authority provided in section 2 on July 30, 2026. For an additional period of not more than 30 days thereafter, the authority may be exercised only as necessary to end the deployment or engagement of the Armed Forces.
