H.J.Res. 31 — Proposing an amendment to the Constitution of the United States to prohibit persons who are not citizens, nationals, or lawful permanent residents of the United States from voting in elections.

This section proposes a constitutional amendment that would prohibit any person who is not a U.S. citizen, a person owing permanent allegiance to the United States, or a person lawfully accorded the privilege of residing permanently in the United States from voting in any election for Federal, State, Tribal, or local office, including elections in the District of Columbia and U.S. territories and possessions. It also grants Congress authority to enforce the amendment through appropriate legislation. The amendment would take effect only if ratified by the legislatures of three-fourths of the States within 7 years of submission.
