H.J.Res. 54 — Proposing an amendment to the Constitution of the United States providing that the rights protected and extended by the Constitution are the rights of natural persons only.

This section proposes a constitutional amendment that would limit constitutional rights and privileges to natural persons only, deny constitutional rights to artificial entities such as corporations and limited liability companies, and provide that the privileges of such entities are determined by Federal, State, or local law rather than being inherent or inalienable. It also would direct Federal, State, and local governments to regulate, limit, or prohibit contributions and expenditures, including a candidate’s own contributions and expenditures, in order to ensure equal access to the political process and prevent money from conferring substantially greater access or influence in elections, and would require public disclosure of any permissible contributions and expenditures. In addition, it would bar the judiciary from construing spending money to influence elections as speech under the First Amendment, while preserving the freedom of the press.
