H.J.Res. 8 — Proposing an amendment to the Constitution of the United States to provide certain line item veto authority to the President.

This section proposes a constitutional amendment that would authorize the President, when approving and signing a bill or joint resolution presented under Article I, section 7, to reduce an appropriation in that measure, with the bill or joint resolution becoming law with the reduced amount incorporated. It also requires the President to notify both the House of Representatives and the Senate of any such reduction not later than 10 days after making it, permits both chambers to consider disapproval of the reduction, and provides that if two-thirds of each House votes to disapprove, the appropriation would revert to the amount originally presented to the President. The proposed amendment would take effect only if ratified by the legislatures of three-fourths of the States within 7 years after submission.
