H.J.Res. 94 — Proposing an amendment to the Constitution of the United States to limit the number of terms that a Member of Congress may serve.

This section proposes a constitutional amendment that would limit service in Congress by barring election to the House of Representatives after 3 terms as a Representative and barring election or appointment to the Senate after 2 terms as a Senator. For purposes of counting terms, service filling a House vacancy for more than 1 year would count as 1 term, and service filling a Senate vacancy for more than 3 years would count as 1 term. The amendment would not apply to any person serving as a Member of Congress on the date of ratification, and it would take effect only if ratified by the legislatures of three-fourths of the States within 7 years after submission.
