H.R. 1005 — Combating the Lies of Authoritarians in School Systems Act

This section establishes the short title of the Act as the “Combating the Lies of Authoritarians in School Systems Act” or the “CLASS Act.”

This section establishes a new disclosure requirement for public elementary and secondary schools that receive Federal financial assistance under an applicable program, requiring each school to submit a written report to the Secretary of Education not later than 30 days after receiving more than $10,000 in the aggregate from a foreign source or entering into one or more contracts with a foreign source worth more than $10,000 in the aggregate. The disclosure must identify the foreign source’s name and country of origin and, for funds received, the amount and any terms or conditions attached to the funds; for contracts, the terms and conditions of the contract. The section defines “applicable program” by reference to section 400 of the General Education Provisions Act (20 U.S.C. 1221), “elementary school” and “secondary school” by reference to section 8101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7801), “Federal financial assistance” by reference to 31 U.S.C. 7501(a)(5), and “foreign source” by reference to 20 U.S.C. 1011f(h). (Thus, the provision extends foreign funding disclosure requirements already used in higher education law to K-12 public schools.)
