H.R. 1019 — Medicaid Program Improvement Act

This section provides the short title of the Act as the “Medicaid Program Improvement Act.”

This section establishes a new Medicaid address-verification requirement beginning January 1, 2026, for the 50 States and the District of Columbia. It requires each State Medicaid plan to regularly obtain address information for enrollees from reliable data sources and to act on address changes in accordance with applicable federal regulations. It also applies the same requirement to the Children’s Health Insurance Program (CHIP) by cross-referencing the new Medicaid provision, and it requires Medicaid managed care entities, beginning January 1, 2026, to transmit to the State any address information they receive directly from an enrollee or verify directly with the enrollee. (Thus, States and managed care organizations must use updated address data to help maintain accurate enrollee contact information.)
