H.R. 1024 — US-Kazakhstan Trade Modernization Act

This section provides the short title of the Act as the “US-Kazakhstan Trade Modernization Act.”

This section makes congressional findings that Kazakhstan permits free emigration without heavy taxes or other charges, has been in full compliance with the freedom of emigration requirements under title IV of the Trade Act of 1974 (19 U.S.C. 2431 et seq.) since 1997, has received normal trade relations treatment since 1992, entered into force a bilateral investment treaty with the United States in 1994, and acceded to the World Trade Organization on November 30, 2015.

This section authorizes the President to determine that title IV of the Trade Act of 1974 (19 U.S.C. 2431 et seq.) no longer applies to Kazakhstan and, after making that determination, to proclaim the extension of nondiscriminatory treatment (normal trade relations treatment) to products of Kazakhstan. It then terminates the application of title IV to Kazakhstan on the date the President extends that treatment. (Thus, Kazakhstan would no longer be subject to the trade restrictions and review requirements in title IV once normal trade relations treatment is proclaimed.)
