This section establishes the short title as the “Fort Ontario Holocaust Refugee Shelter National Historical Park Establishment Act.”
This section defines key terms used in the Act, including the map entitled “Fort Ontario Holocaust Refugee Shelter National Historical Park Proposed Boundary,” numbered 962/194,681, and dated September 2024; “National Historical Park” as the Fort Ontario Holocaust Refugee Shelter National Historical Park established under section 3(a)(1); “Secretary” as the Secretary of the Interior; and “State” as the State of New York.
This section establishes the Fort Ontario Holocaust Refugee Shelter National Historical Park in the State as a unit of the National Park System to preserve, protect, and interpret resources associated with the 982 World War II refugees housed at Fort Ontario from August 1944 until February 1946. It conditions establishment on the Secretary’s determination that a sufficient quantity of land or interests in land identified on the “Proposed Boundary” map has been acquired to constitute a manageable park unit, and requires publication of notice in the Federal Register within 30 days after that determination. It provides that the park boundary includes any land or interests in land acquired under the section, authorizes the Secretary to administer the park under applicable National Park System laws, and permits cooperative agreements with the State and other public or private entities for interpretive and educational services. It also authorizes agreements to identify, interpret, and restore nationally significant historic or cultural resources on non-Federal land within or near the park, requires reasonable public access for assistance provided to non-Federal land, and allows the Secretary to acquire land within the boundary by donation, purchase with donated or appropriated funds, or exchange, except that State or local government land may be acquired only by donation. Finally, it directs the Secretary, in consultation with the State, to complete a general management plan for the park not later than 3 fiscal years after funds are made available, in accordance with 54 U.S.C. § 100502 and other applicable law.
