H.R. 1032 — Stop Funding Our Adversaries Act of 2023

This section establishes the short title of the Act as the “Stop Funding Our Adversaries Act of 2023.”

This section prohibits the Secretary of Defense, the Secretary of Veterans Affairs, the Secretary of Energy, the Administrator of the Environmental Protection Agency, the Secretary of the Interior, the Secretary of Transportation, the Secretary of Health and Human Services, and any other Federal agency from directly or indirectly conducting or supporting research, through grants, subgrants, contracts, cooperative agreements, or other funding vehicles, if the research will be conducted by the Government of the People’s Republic of China, the Chinese Communist Party, or any agent, instrumentality, or entity owned or controlled by either. (Thus, Federal agencies could not provide U.S. research funding to projects carried out by Chinese government- or Chinese Communist Party-controlled entities.)
