H.R. 1033 — COLUMBIA Act of 2025

This section establishes the short title of the Act as the “College Oversight and Legal Updates Mandating Bias Investigations and Accountability Act of 2025” or the “COLUMBIA Act of 2025.”

This section directs the Secretary of Education, not later than 180 days after enactment, to establish a program to appoint independent, third-party antisemitism monitors for institutions of higher education that the Secretary determines, based on Office for Civil Rights data, have a high incidence of antisemitic activity and receive funds under the Higher Education Act of 1965. It requires the Secretary to develop an antisemitism monitorship agreement that sets the terms and conditions of the monitorship and requires the institution to pay the monitor’s reasonable expenses. As background, institutions of higher education under 20 U.S.C. § 1002 include most colleges and universities participating in federal student aid programs. This section also requires each antisemitism monitor to operate under the monitorship agreement, provide quarterly public reports posted on the institution’s and Department of Education’s websites evaluating the institution’s progress in combating antisemitism on campus, and submit an annual report to Congress, the Secretary of Education, State and local governments as needed, and the institution. The annual report must include recommendations for actions, policies, and sanctions, as appropriate, to prevent and reduce antisemitism at the institution.
