H.R. 1034 — DHS Cybersecurity On-the-Job Training Program Act

This section provides the short title of the Act as the “DHS Cybersecurity On-the-Job Training Program Act.”

This section establishes within the Department of Homeland Security a voluntary DHS Cybersecurity On-the-Job Training Program to train Department employees who are not currently in cybersecurity positions for work on cybersecurity matters at the Department. As background, the program is intended to build an internal cybersecurity workforce by providing training and placement opportunities for existing employees. This section directs the Director, in consultation with the Under Secretary for Management, to lead the program and to: (1) develop a curriculum that may incorporate existing programs such as the Federal Cyber Defense Skilling Academy and must align with the National Initiative for Cybersecurity Education Framework or a successor framework; (2) develop participation criteria and ensure cybersecurity personnel are coded to the applicable framework; (3) make cybersecurity training available to Department employees and, as appropriate, to other Federal employees; and (4) for the 7-year period beginning on the date of enactment, submit annual reports to the House Committee on Homeland Security and the Senate Committee on Homeland Security and Governmental Affairs on participation, post-training placements, program success metrics, copies of vacancy reports, and other relevant information. This section directs the Under Secretary for Management to, during the same 7-year period beginning on the date of enactment, submit an annual report to the Secretary on cybersecurity vacancies throughout the Department, support recruitment of Department employees into the program, implement policies such as continuing service agreements to encourage participation, and conduct outreach to program graduates about cybersecurity job opportunities within the Department. It also makes a clerical amendment to the Homeland Security Act table of contents to add section 2220F, “DHS Cybersecurity On-the-Job Training Program.”
