H.R. 1059 — Jobs and Opportunities for Medicaid Act

This section provides the short title of the Act as the “Jobs and Opportunities for Medicaid Act.”

This section requires State Medicaid plans to deny medical assistance beginning January 1, 2026, for any able-bodied adult who does not meet a monthly work requirement, and defines an able-bodied adult as an individual who is not under 18 years old or over 65 years old, medically certified as physically or mentally unfit for employment, pregnant, the primary parent or caretaker of a dependent child under 6 years old, the primary parent or caretaker of a dependent child with a serious medical condition or disability, receiving unemployment compensation while complying with applicable work requirements, or participating in a drug addiction or alcoholic treatment and rehabilitation program. This section defines the work requirement as working at least 20 hours per week, on a monthly average, or volunteering at least 20 hours per week, on a monthly average. (Thus, States must condition Medicaid coverage for this population on monthly compliance with either paid work or qualifying volunteer service.)
