H.R. 1060 — Modern Authentication of Pharmaceuticals Act of 2025

This section provides the short title of the Act as the “Modern Authentication of Pharmaceuticals Act of 2025.”

This section revises the Drug Supply Chain Security Act’s product authentication requirements by requiring a physical chemical identifier on each dose of a controlled substance in solid oral dosage form manufactured on or after the date that is 5 years after enactment of the Modern Authentication of Pharmaceuticals Act of 2025. As background, the Drug Supply Chain Security Act establishes product tracing and verification standards for prescription drugs in the pharmaceutical distribution supply chain. The section also revises the definition of “product identifier” under 21 U.S.C. § 360eee(14) to include either a standardized graphic with the standardized numerical identifier, lot number, and expiration date, or a physical chemical identifier that is machine readable and intended to authenticate the product or dosage form, and revises the definition of “verification or verify” under 21 U.S.C. § 360eee(28) to allow authentication by means of a physical chemical identifier.
