H.R. 1065 — Protect Our Letter Carriers Act of 2025

This section establishes the short title as the “Protect Our Letter Carriers Act of 2025.”

This section expresses the sense of Congress that United States Postal Service letter carriers must be protected from acts of violence and that the Attorney General should vigorously prosecute any case of assault against a postal employee.

This section authorizes appropriations of $1.4 billion for each of fiscal years 2026 through 2030 for the United States Postal Service to install high-security collection boxes and replace older universal mailbox keys, also known as arrow keys, with electronic versions. (Thus, the Postal Service may use up to $7.0 billion over the 5-year period to reduce mail theft and improve collection box security.)

This section directs the Attorney General, in consultation with each United States attorney, to appoint in each judicial district one assistant United States attorney with principal responsibility for coordinating and supervising the investigation and prosecution of offenses involving the United States Postal Service, including offenses under chapter 83 of title 18, theft or receipt of stolen mail under 18 U.S.C. §§ 2115, 2116, and 2117, and offenses against a carrier or person entrusted with the mail under 18 U.S.C. § 111. It requires the Attorney General to make these appointments not later than 1 year after the date of enactment.

This section directs the United States Sentencing Commission to amend the sentencing guidelines and policy statements under 28 U.S.C. § 994 by May 1 of the first year beginning after enactment to treat the assault or robbery of a postal employee, including conduct during immediate flight after the offense if it creates a substantial risk of serious bodily injury, in the same manner as the assault of a law enforcement officer.
