H.R. 1085 — CARGO Act of 2025

This section establishes the short title as the “Cease Animal Research Grants Overseas Act of 2025” or the “CARGO Act of 2025.”

This section states congressional findings that, from FY2011 through FY2021, the National Institutes of Health provided approximately $2.2 billion to foreign organizations for animal research projects, that the National Institutes of Health does not inspect foreign organizations and relies on self-reported animal welfare information, and that this lack of oversight has contributed to mistreatment of animals used in research projects conducted outside the United States and funded by the American public.

This section prohibits the National Institutes of Health (NIH) from awarding any support, including grants, contracts, cooperative agreements, or technical assistance, for any activity or program that uses live animals for research unless the research occurs in the United States. For this purpose, “United States” includes the 50 States, the District of Columbia, and any U.S. territory or possession. It also redesignates the existing subsections of section 495 of the Public Health Service Act (42 U.S.C. 289d) and makes conforming cross-reference changes to update references from the former subsection structure to the new one.
