H.R. 1086 — Agriculture Export Promotion Act of 2025

This section provides the short title of the Act as the “Agriculture Export Promotion Act of 2025.”

This section sets forth congressional findings that, between 1977 and 2019, the Department of Agriculture’s export promotion programs added an average of $9.6 billion annually to U.S. agricultural exports, totaling nearly $648 billion in additional export revenue and generating a net return of $24.50 for every $1 invested. It also finds that, between 2002 and 2019, those programs contributed to the creation of up to 225,800 full- and part-time jobs, added up to $45 billion in gross economic output, and added $22.3 billion in gross domestic product. The section further finds that export promotion programs have helped producers of a wide range of commodities, including apples, cotton, beef, soybeans, rice, wheat, dairy, corn, citrus, wine, pork, peanuts, cranberries, lentils, tree nuts, timber, poultry, potatoes, and seafood, access foreign markets. It states that private contributions supplied approximately 70 percent to 77 percent of available export promotion funds from 2013 to 2019, that foreign competitors have expanded their agricultural export promotion programs faster than the United States, and that the economic impact of U.S. export promotion has eroded because funding for the Market Access Program has remained static since 2006 and funding for the Foreign Market Development Cooperator Program has remained static since 2002 while inflation has increased. Finally, the section cites an academic analysis finding that doubling public funding for the Market Access Program and the Foreign Market Development Cooperator Program, while increasing private contributions to 10 percent to 20 percent, would produce average annual gains of approximately $7.4 billion in agricultural exports.

This section reauthorizes the Market Access Program and related agricultural trade promotion activities through 2029 (from 2023) and increases authorized funding to $489.5 million (from $255 million). It also increases the allocation for the Market Access Program to $400 million (from $200 million) and the allocation for the Foreign Market Development Cooperator Program to $69 million (from $34.5 million). (Thus, the provision extends USDA-supported cost-share assistance for U.S. agricultural trade organizations that develop foreign markets for U.S. commodities, including organically produced commodities.)
