H.R. 1090 — Truth in Tuition Act of 2025

This section establishes the short title of the Act as the “Truth in Tuition Act of 2025.”

This section adds a new condition to the program participation agreement under section 487(a) of the Higher Education Act of 1965, requiring each institution to provide every student admitted to an undergraduate or graduate program either (1) a multi-year tuition and fee schedule or (2) a single-year tuition and fee schedule plus a nonbinding multi-year estimate of net costs after all financial aid is awarded, assuming constant family and student income, assets, and relevant circumstances. It also requires multi-year schedules and estimates to show year-by-year costs for the normal duration of the program and permits the institution to include any percentage or dollar increase or decrease from one year to the next. Institutions that choose the single-year option must include the average deviation, in percentage terms, between prior-year estimates and actual net costs for students at the institution. The Secretary of Education must waive these requirements if the institution shows they are not practicable because of severe economic distress, a dramatic reduction in State or Federal aid, or another circumstance the Secretary determines appropriate. This amendment takes effect 120 days after enactment.
