H.R. 1095 — Restoring Military Focus Act

This section establishes the short title of the Act as the “Restoring Military Focus Act.”

This section repeals section 147 of title 10, United States Code, eliminating the Chief Diversity Officer of the Department of Defense. (Thus, the Department of Defense would no longer have a statutorily established Chief Diversity Officer responsible for advising on diversity and inclusion policy, maintaining a strategic plan and metrics, and coordinating related training, outreach, and research activities.) It also repeals section 913 of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (Public Law 116-283), which had provided the conforming authority for that position.

This section prohibits the obligation or expenditure of Federal funds to establish within the Department of Defense any position that is the same as or substantially similar to the Chief Diversity Officer position under 10 U.S.C. § 147 or the Senior Advisor for Diversity and Inclusion position under section 913(b) of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021, as those provisions existed before enactment. (Thus, the Department of Defense may not use appropriated funds to create a comparable diversity leadership position.)
