H.R. 1110 — Grazing for Wildfire Risk Reduction Act

This section establishes the short title of the Act as the “Grazing for Wildfire Risk Reduction Act.”

This section directs the Secretary of Agriculture, acting through the Chief of the U.S. Forest Service and in coordination with livestock grazing permit holders on Federal land, to develop and implement a strategy to increase opportunities to use livestock grazing as a wildfire risk reduction strategy. As background, grazing on National Forest System lands is managed through permits and allotments, and the strategy must address: (1) completing National Environmental Policy Act of 1969 reviews (42 U.S.C. 4321 et seq.) to allow permitted grazing on vacant grazing allotments during drought, wildfire, or other natural disasters that disrupt grazing on already permitted allotments; (2) using targeted grazing; (3) increasing the use of temporary permits to promote targeted fuels reduction and reduce invasive annual grasses; (4) increasing the use of grazing as a postfire recovery and restoration strategy, where appropriate; and (5) using all applicable authorities under law.
