H.R. 1118 — Value Over Cost Act of 2025

This section establishes the short title of the Act as the “Value Over Cost Act of 2025.”

This section revises the Multiple Award Schedule program under 41 U.S.C. § 152(3)(B) and the conforming Department of Defense procurement provision under 10 U.S.C. § 3012(3)(B) to allow orders and contracts to be awarded either on the basis of the lowest overall cost alternative or, when the Administrator of General Services determines that doing so is necessary to promote the best interests of the Federal Government, on the basis of best value as described in section 15.101 of the Federal Acquisition Regulation. (Thus, the General Services Administration may use best-value procurement criteria instead of requiring the lowest-cost option when that approach better meets federal needs.)
