H.R. 1121 — No DeepSeek on Government Devices Act

This section establishes the short title of the Act as the “No DeepSeek on Government Devices Act.”

This section directs the Director of the Office of Management and Budget, within 60 days after enactment, to develop standards and guidelines requiring executive agencies to remove the DeepSeek application and any successor application or service developed or provided by High Flyer or an entity owned by High Flyer from information technology. As background, “information technology” under 40 U.S.C. § 11101 includes computers, software, firmware, services, and related resources used by an executive agency. The standards and guidelines must include exceptions for law enforcement activities, national security interests and activities, and security researchers, and must require agencies to develop and document risk mitigation actions for any authorized use under an exception.
