H.R. 1125 — LOCAL Act

This section provides the short title of the Act as the “Local Opportunities, Conservation, and American Lands Act” or the “LOCAL Act.”

This section defines “Secretary” as the Secretary of the Interior and defines “western State” as Alaska, Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming.

This section establishes the headquarters of the Bureau of Land Management in Grand Junction, Colorado, and requires that all Bureau employee positions stationed in Grand Junction on the date of enactment remain stationed there. (Thus, the Bureau may not relocate those Grand Junction-based positions to another location.)

This section directs the Secretary of the Interior to conduct a study on the feasibility of relocating additional existing Bureau of Land Management employee positions to the agency headquarters in Grand Junction, Colorado, or to another western State designated by the Secretary, and to assess whether such relocation would improve management of Federal lands, increase coordination with local communities, and strengthen tourism, conservation, outdoor recreation, grazing, responsible energy production, and other multiple uses. It also requires the Secretary to submit a report on the study to the House Committee on Natural Resources and the Senate Committee on Energy and Natural Resources within 365 days after enactment.
