H.R. 1126 — East Palestine Health Impact Monitoring Act of 2025

This section provides the short title of the Act as the “East Palestine Health Impact Monitoring Act of 2025.”

This section directs the Secretary of Health and Human Services to award a grant, contract, or cooperative agreement to an eligible entity to conduct a longitudinal study of human health effects associated with the February 3, 2023, train derailment in East Palestine, Ohio, and the subsequent venting and burning of chemicals. As background, a longitudinal study follows affected individuals over time to assess health outcomes after an environmental exposure. The eligible entity must be a consortium of public or private institutions of higher education with the capacity and expertise to carry out the study, and the Secretary must give additional consideration to entities with established relationships in the affected communities. The Secretary must submit a progress report to the Senate Committee on Health, Education, Labor, and Pensions and the House Committee on Energy and Commerce not later than 2 years after the award is made, including challenges, an anticipated completion timeline, and publication schedule, and a second report not later than 1 year after publication of the study results describing the results and any ongoing or planned federal research or other activities to address them. The section authorizes such sums as may be necessary for FY2026, to remain available through September 30, 2030 (from no specified authorization period), to carry out this Act.
