H.R. 1132 — To amend the Workforce Innovation and Opportunity Act to direct the Secretary of Labor to award grants to community colleges for high-quality workforce development programs.

This section establishes the Strengthening Community Colleges Workforce Development Grants Program and authorizes $65 million for each of fiscal years 2026 through 2031. As background, the program would provide competitive grants to eligible institutions to establish, improve, or expand workforce development programs at community colleges and to help students earn recognized postsecondary credentials that are nationally or regionally portable and stackable for high-skill, high-wage, or in-demand occupations. The Secretary may reserve not more than 2 percent of the appropriated amounts for grant administration, including technical assistance and targeted outreach for eligible institutions serving low-income individuals, individuals with barriers to employment, and rural-serving institutions, and for evaluation and reporting. Each grant would be awarded for an initial period of not more than 4 years and could be renewed for one or more additional periods of not more than 4 years each if the institution meets agreed-upon performance levels.
