H.R. 1134 — Embassy Construction Integrity Act of 2025

This section establishes the short title of the Act as the “Embassy Construction Integrity Act of 2025.”

This section directs the Secretary of State to avoid or minimize acquiring or leasing any building used, or intended to be used, by a consular or diplomatic post outside the United States if a covered entity tied to the Government of the People’s Republic of China performed covered construction on or after January 1, 1949, or holds an ownership interest in the building, and to avoid or minimize entering into or renewing contracts with such a covered entity to perform covered construction on a covered building. It also requires the Secretary to notify the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations not later than 7 days before, or not later than 7 days after becoming aware of, any acquisition, lease, or agreement after enactment that is inconsistent with this restriction, and to include, as applicable, a national security interest determination, the interest advanced, a detailed explanation, and any mitigation actions taken or planned. As background, the provision defines a covered building as a building used or intended for use by personnel or for a function of a consular or diplomatic post outside the United States, covered construction as construction, development, conversion, extension, alteration, repair, or maintenance of a building and related systems, and a covered entity as an entity in which the Chinese government or its agent or instrumentality directly or indirectly owns or controls a significant percentage of the ownership interest or otherwise exercises substantial control.
