H.R. 1141 — Gambling Addiction Recovery, Investment, and Treatment Act

This section establishes the short title of the Act as the “Gambling Addiction Recovery, Investment, and Treatment Act.”

This section establishes a new grant program for gambling addiction services and research. It directs the Assistant Secretary for Mental Health and Substance Use to award grants to States to address gambling addiction, with each State’s share determined using the same ratios used for the Substance Abuse Prevention and Treatment Block Grant under 42 U.S.C. 300x–21 et seq.; if a State does not apply, its share is reallocated among applying States in proportion to their initial allocations. It also authorizes the Director of the National Institute on Drug Abuse to award grants for gambling addiction research. As background, the State grants would support treatment and related services for gambling addiction, while the research grants would support studies on the condition. The section requires the Secretary of Health and Human Services to report to Congress within 3 years of enactment on the effectiveness of these programs. It authorizes appropriations for FY2025 through FY2034 of 37.5 percent of the amount of federal wagering excise taxes received under 26 U.S.C. 4401(a)(1) for the State grant program and 12.5 percent of that amount for the research program.
