H.R. 1147 — Veterans Accessibility Advisory Committee Act of 2025

This section establishes the short title as the “Veterans Accessibility Advisory Committee Act of 2025.”

This section establishes within the Department of Veterans Affairs a 15-member Veterans Advisory Committee on Equal Access to advise the Secretary on accessibility for individuals with disabilities. The committee must include 4 veterans with disabilities, 4 accessibility experts, 2 Department employees, and 5 representatives nominated by veterans service organizations, and it also includes 4 ex officio members: the Under Secretary for Health, the Under Secretary for Benefits, the Under Secretary for Memorial Affairs, and the chairperson of the Architectural and Transportation Barriers Compliance Board. Members serve 2-year terms, vacancies must be filled within 180 days, the committee must meet at least twice each year, and a majority constitutes a quorum. The committee must consult regularly with the Secretary on improving accessibility of Department information, services, facilities, health care provider facilities under the Veterans Community Care Program, and procurement of accessible products and services, and on compliance with federal accessibility laws, including the Americans with Disabilities Act of 1990, sections 501, 504, and 508 of the Rehabilitation Act of 1973, the Plain Writing Act of 2010, the 21st Century Integrated Digital Experience Act, and the Architectural Barriers Act of 1968. It also requires the committee to assess access barriers, evaluate Department compliance, and submit a report to the Secretary not later than 2 years after its first meeting and every 2 years thereafter.

This section extends the limitation on certain pension payments to veterans admitted to nursing facilities through January 31, 2032 (from November 30, 2031).
