H.R. 115 — No Free Rent for Freeloaders Act of 2025

This section establishes the short title of the Act as the “No Free Rent for Freeloaders Act of 2025.”

This section directs the Inspector General of the Department of Housing and Urban Development to annually monitor, for each public housing agency under 42 U.S.C. 1437a(b), the extent of noncompliance with the income and occupancy requirements under 42 U.S.C. 1437j(c) and to determine the aggregate amount of Federal subsidies provided for public housing dwelling units occupied by tenants who were not in compliance with those requirements. It also requires the Inspector General to publish that amount in the Federal Register not later than September 30 of each fiscal year.

This section rescinds, on October 15 of each fiscal year or, if later, the date of enactment of the Department of Housing and Urban Development’s general appropriations Act, an amount from the Department of Housing and Urban Development Management and Administration account equal to the amount published under section 2(b) for the preceding fiscal year. (Thus, if HUD’s annual appropriations law is enacted after October 15, the rescission occurs on the enactment date rather than on October 15.)
