H.R. 1154 — Space Infrastructure Act

This section establishes the short title of the Act as the “Space Infrastructure Act.”

This section directs the Secretary of Homeland Security to designate space systems, services, and technology as a critical infrastructure sector within 30 days of enactment and, within 180 days, to issue guidance defining the sector’s scope, designating a Sector-Specific Agency, and identifying coordinating bodies such as Government Coordinating Councils and Sector Coordinating Councils. It also requires the Secretary to report to the House Committee on Homeland Security and the Senate Committee on Homeland Security and Governmental Affairs within 90 days after issuing the guidance on implementation and any other appropriate information. As background, critical infrastructure under 42 U.S.C. 5195c refers to systems and assets whose incapacity or destruction would have a debilitating impact on national security, economic security, public health or safety, or a combination of those matters. The section further makes conforming amendments to the Homeland Security Act of 2002 by adding “Space systems, services, and technology” to the list of critical infrastructure sectors in 6 U.S.C. 601(3)(O) and redesignating the subsequent subsections accordingly.
